With reference to your Despatch No. 227

of the 29th. of last July, I have the honour to forward herewith

copies of minutes by the Chief Justice and the Acting Attorney-

-General, dated the 4th. instant, and to enquire whether in view

of those opinions the repeal of sub-sections (c) and (d) of

section 2 of Ordinance No. 23 of 1911 is still in your opinion

necessary. I shall be glad to learn your decision on this

point by telegram as the revision of the Hongkong Ordinances

is affected.

Pending receipt of instruction from you,

I am instructing Magistrates to enquire from an offender if he

has any cause to show why he should not be delivered up, and

shall take action if necessary under section 9 of the

principal
